Who Is Helping Poor Countries?

Abstract

The Center for Global Development (CGD) and Foreign Policy have devised an index to rank which rich countries do the most for poor countries. As Nancy Birdsall notes in this inter view, she sees an index as a tool to create not merely a horse race but also incentives for nations to do more. We discuss the components of the index and some of the controversies it has engendered.
