Bucharest – the role of spatial planning in a challenging urban environment

Abstract

Bucharest, Romania’s dynamic capital of over 1.7 million people, grapples with complex urban challenges deeply rooted in its history. In six centuries, the city has witnessed foreign occupations, natural disasters, as well as radical structural transformations during the Communist era. Today, Bucharest faces challenges similar to other post-socialist cities, such as uncontrolled suburbanization or traffic congestion. Registering significant economic growth in the last fifteen years, the city seeks to harness its potential, using innovative urban planning to create a more competitive and liveable European capital.

Tiberiu Florescu

Professor Tiberiu Florescu is currently Vice-Rector for Academic Development, Institutional Image and Student Relations at the Ion Mincu University of Architecture and Urban Planning in Bucharest (UAUIM). In 2005, the UAUIM awarded him a doctoral degree in urban planning. He is currently coordinating the Master’s programme in Urban Design. In addition, he represents Romania in the AESOP–CoREP and is the Romanian delegate to the REA programme (Réseau des Ecoles d’Architecture, Urbanisme et Paysage de la France, Europe Centrale et Orientale). He is also the President of the Romanian Register of Urban Planners (RUR), as well as a member of the Romanian Chamber of Architects (OAR). He is currently the project coordinator for the new Dynamic Master Plan for Bucharest.

Radu-Matei Cocheci

Radu-Matei Cocheci is an urban planner, holding a PhD in Geography (University of Bucharest, 2016), specialised in both spatial planning and regional development (Masters course, “Ion Mincu” University of Architecture and Urbanism, Bucharest, 2013), as well as in environmental sciences (University of Bucharest, 2013). He is a lecturer in the Urban Planning and Territorial Development Department at “Ion Mincu” University, holding courses in Urban Geography and Ecology, Geographical Informational Systems and Strategic Territorial Planning. His research focus is related to environmental issues and constraints at a local or regional level. Since 2011, he has been working as an urban planner and consultant in various urban planning and design projects in Romania, including development strategies at the county, metropolitan and local levels.
