Study on the heterogeneity of the influence path of high-tech industrial park policies on innovation efficiency

ABSTRACT

Policy promotes the development of high-tech industrial parks (HIP) and the improvement of their innovation efficiency. To conduct an in-depth study of the driving path and differences of HIP policies on innovation efficiency, by making a theoretical analysis on the impact of scientific and technological innovation policies (STI) on innovation efficiency, this paper empirically analyzes the impact of STI on innovation efficiency of high-technology industrial parks. Linear regression and qualitative comparative analysis (QCA) are mainly used. Empirical tests found that policy targets drove innovation efficiency in a relatively minor way. Demand-based policy tools had the most significant influence on that. Supply-based and environment-based policy tools had a notable positive impact during the lag periods of policies.As the results of QCA, in the early stage of the development of HIP, the supply-led environment optimization path and the supply-led comprehensive path are the two forms of policy combination approaches of STI, and supply-based policies have a greater impact. In the later stages, there are four forms of policy mix approaches to STI that affect innovation efficiency, including targets-directed pathway, demand-driven pathway, supply-dominated environment optimization pathway, and environment-dominated comprehensive pathway. Given the above, this paper put forward relevent proposals.
