Public Administration Reform in Türkiye from the Perspective of Senior Turkish Public Administrators

ABSTRACT

The present article aims to explain how the reform phenomenon is understood by the Turkish public bureaucracy, making use of the experiences of senior public administrators. In the article, phenomenological research design was adopted, and the data collection process was conducted with a qualitative survey and in-depth interview methods. Then, 19 senior public administrators were contacted by using the snowball method; the statements were analyzed by making use of the descriptive content analysis method and then divided into themes that namely reform perception, reasons for the difficulty of the reforms, the internalization of reform, the origin of reform, the outcome of reform, and the must-list of reform.
