Abstract

Sub-Saharan Africa (SSA) presents growth-development deficiencies; hence, there is a continual search for drivers of economic growth and development. Global shocks exacerbate the deficiency. Thus, there is a need for alternative drivers of growth and development. One such alternative is a Sovereign Wealth Fund (SWF). Many resource-rich SSA countries have established SWFs. This paper primarily aims to discuss the potential of a SWF as an alternative driver of growth and development in Botswana. It asks the question: how can the Pula Fund be used as an alternative driver of economic growth and development? It adopts a qualitative case study approach, concluding that post-2007 fiscal strictures necessitate that the SWF be designated as an alternative driver of economic growth and development in Botswana. However, it must be transformed into a Strategic Development Sovereign Wealth Fund (SDSWF). To conclude, the general lesson for SSA is the need to establish well-governed SDSWFs.

L’Afrique subsaharienne (ASS) présente des déficits de croissance et de développement; d’où la recherche constante de moteurs de croissance économique et de développement. Les chocs mondiaux exacerbent ce manque. Il est donc nécessaire de trouver d’autres moteurs de croissance et de développement. Une de ces alternatives est un fonds souverain (SWF). De nombreux pays de l’ASS riches en ressources ont créé des fonds souverains. Cet article vise principalement à discuter du potentiel d’un fonds souverain en tant que moteur alternatif de croissance et de développement au Botswana. Il pose la question suivante: comment le Fonds Pula peut-il être utilisé comme moteur alternatif de croissance et de développement économiques? Il adopte une approche d'étude de cas qualitative, concluant que les restrictions budgétaires post-2007 requièrent que le Fonds souverain soit désigné comme un moteur alternatif de la croissance économique et du développement au Botswana. Il doit cependant être transformé en un Fonds souverain de développement stratégique (FSDS/SDSWF). En conclusion, la leçon générale pour l’ASS est la nécessité d’établir des FSDS bien régis.
