1 Oddly enough, to further highlight Steele’s suspicion that Herzl intentionally ignored his predecessors, the phrase “Return to Zion,” the traditional Jewish term for pre-Herzlian Zionism, does not appear at all in Der Judenstaat. When Herzl did use the term elsewhere, it referred either to Jews returning to lands of their Diaspora or financial returns from investments.
