ABSTRACT
Historically, regional security has been analysed by looking at the actors involved. This proposal for a regional framework proposes to look at the actions involved, namely the mid- and long-term interactions between states in a particular region as the building block for regional security. By looking to make these relations harmonious on the basis of national values and policy, it is possible for these countries to gain more prominence in the international system and yet have the region benefit as a whole as well. By analysing their policies on this basis, they can move towards their national goals without risking tensions in the region.
