  • For instance, the Bayernwerk, the Hamburgische Electricitätswerke (HEW) and the Berliner Kraft- und Licht (Bewag) are dominated by majority participation of the states of Bavaria, Hamburg and Berlin respectively. Municipalities are dominant shareholders in the RWE, Germany's largest producer.
