Aims and Scope

Policy Reviews  in Higher Education is an international, peer-reviewed journal publishing high-quality, original research and analysis.

The journal aims to open up a space for publishing in-depth accounts of significant areas of policy development affecting higher education and other forms of postsecondary and tertiary education internationally. We encourage authors from a range of disciplinary backgrounds to analyse higher education from fresh perspectives, including drawing on concepts and theories from other academic fields and disciplines.

Policy Reviews in Higher Education aims to influence and challenge policymaking in higher education by publishing high-quality original research and analysis which explores the implications of findings for the development and implementation of policy. We ask authors to include a full evaluation of the implications and the implementation of their findings and analysis for policy/policymaking.

Contributions Welcome

Policy Reviews in Higher Education actively encourages contributions which are:

  • Original and provide in-depth analysis.
  • Historically grounded and forward-looking.
  • Reflections on implications for policy and decision-making affecting higher education and other forms of postsecondary and tertiary education, regionally and internationally.
  • Presented in a style accessible to an international readership.
  • Between 8,000 and 12,000 words.

We actively discourage single case studies which do not seek to address implications or lessons for policy.

There is a four-step submission process. The process aims to help authors in the successful development and submission of their articles. Information about the process is available at:  Instructions For Authors

We are interested in receiving submissions across a wide range of topics, for example (in alphabetical order):

  • Academic profession, academic work and careers.
  • Access and the impact of HE on social mobility.
  • Accountability and quality assurance.
  • Changes in the design, delivery, assessment and credentialing of educational programmes.
  • Changing meanings of 'public' and 'private' in higher education.
  • Community engagement and citizenship education.
  • Cross-border, TNE and off-shore provision including international branch campuses.
  • Distance, hybrid and online provision, and implications of digitalisation, AI, etc.
  • Ethics, integrity, corruption, etc.
  • Implications of global and geo-political developments for/on tertiary and higher education.
  • Internationalization policies for higher education.
  • Policy borrowing, adaptation and transnational policy flows.
  • Private post-secondary universities and colleges.
  • Student engagement policies and practices.
  • Tertiary/higher education systems, and system and institutional governance. Financing HE and the optimal balance between private and public funding.
  • Transitions within post-secondary education and implications for social mobility.

We are especially interested in receiving submissions across a wide range of topics, for example:

• Interactions between demographics, economic, industrial, research and innovation (R&I), regional development, labour market and higher education/tertiary policy.

Policy Reviews in Higher Education accepts Original articles between 8,000 and 12,000 words.
